The University of Iowa has changed its scholarship policies and procedures to make it easier for students to find and understand total award amounts.
Applicable for incoming new first-year students
In an effort to simplify scholarship awards for students and their families, select merit based scholarships awarded by the Office of Admissions will no longer stack. Instead, individual scholarship award amounts have increased to reflect the previous total award value of multiple scholarships stacked together. Starting with full-time, first-year students entering the university in fall 2016, students who meet the requirements for multiple awards will be awarded the scholarship with the highest dollar amount. These non-stackable awards include the Presidential Scholarship, Old Gold Scholarship, Iowa Scholars Award, Hawkeye Achievement Award, University of Iowa National Scholars Award, and the Old Capitol Achievement Award. Scholarships that will continue to stack include the Iowa Heritage Award, Advantage Iowa, Summer Hawk Tuition Grant, or scholarships for international students.
In an additional change to scholarship policies, merit-based scholarship eligibility will be determined only by scores administered through April of the senior year and 7th semester grade point average. Applicable for incoming new Transfer students
Transfer student scholarships will be awarded to students transferring to the University of Iowa from community colleges only. Students transferring from 4-year institutions are not eligible for institutional merit awards awarded by the UI Office of Admissions and UI OSFA.
Students pursuing a second bachelor’s degree are not eligible for any merit-based scholarships awarded by the UI Office of Admissions and UI OSFA.

University of Iowa scholarship policy for all students requires the sum of all scholarships and grants to be within the Cost of Attendance that is developed annually by the UI Office of Student Financial Aid (UI OSFA). This includes scholarships and grants awarded by the UI Office of Admissions, UI OSFA, UI colleges and departments, and scholarships and grants from agencies and others outside the UI. If the sum of all UI scholarships and grants, combined with outside scholarships and grants exceed the Cost of Attendance, UI scholarships and grants will be reduced to keep all scholarships and grants within the Cost of Attendance.
